Naveen is a 'non-performing' Chief Minister: JB Patnaik

Bhubaneswar: Three times Chief Minister and Opposition leader Janaki Ballav Patnaik, said that Orissa Chief Minister Naveen Patnaik is a 'non-performing' Chief Minister, who has no idea on State and its people. The people of the State would give proper reply to the bad-governance of BJD-BJP Government led by Naveen Patnaik," the veteran Congress leader said.

In an Exclusive Interview with Odishatoday.com's Anurjay Dhal at his Official Residence in Bhubaneswar, the three times Chief Minister however answer several questions and alleged that the State Government was more worried for big industrial houses than the people of Orissa.

Here are the excerpts of the interview.

Odishatoday.com: How would you rate the performance of the Naveen Patnaik Govt?

JB Patnaik: Since last eight years, the BJD-BJP Government led by Naveen Patnaik only signing Memorandum of Understandings (MOUs) with various multi-national companies and selling State's rich mineral resources and mines to them. I rate this Government was 'non-performing', 'anti-people' and above all, 'aimless'.

Odishatoday.com: Many times Naveen Patnaik claims that his Govt believe in transparency and commitment for service of the people. How would you like to comment?

JB Patnaik: The whole administration of the State is being virtually seized by some corrupted bureaucrats and politicians but the Chief Minister is claming transparency. "Does he know the meaning of 'Transparency 'and 'Good Governance'?

The Chief Minister should have the mindset to change the map of the State not false claim. How can the Government boast of being farmer friendly when debt burdened farmers are committing suicide and relief is provided to an industrialist who owes Rs 2300 crore.

The large scale communal violence erupted in Kandhmal district, about health scams, corruption in implementation of NREGS or the incapability of the Government to spend funds provided by the center for uplift of the poor many more.

Odishatoday.com: : What do you think about the State Govt's industrial drive?

JB Patnaik: Our farmers facing lot of problem. Most of the agricultural lands are still not been irrigated properly. But the Government is giving more priority to industry. The present industrial drive of the State Government is anti-people and against the interest of the State.

The Government should not convert agricultural land for big industrial houses. If they continuing selling our mineral resources to industrial houses, the State will mineral less State in 30 years from now.

I have raised the issue in several occasions in the State Assembly but the State Government has not given importance to it so far. Orissa would lose Rs 90,000 crore in 30 years if iron ore mines were leased out to Posco instead of selling ore on market rate.

Odishatoday.com: : Many people believe that the State is witnessing break down of law and order. Is it so? What would you like to comment on this issue?

JB Patnaik: The recent attack Nayagarh mayhem and subsequent incidents have exposed the State Government's efficiency in maintaining law and order. The Nayagarh incident was clear failure of Intelligence network and non-execution of welfare measures in Maoists' infected districts. Does the Chief Minister release a White Paper on law and order situation? Gangsters from other States find Orissa to be a safe hide out.

This is not the first time that Naxalites have overrun police stations and other installations. I am recalling attack on district headquarter town of Koraput and Raigarh jail in Gajapati district in 2004. But Naveen has not learnt from past mistakes.

Odishatoday.com: : Are you ready for fourth term if Congress performs well in 2009 election?

JB Patnaik: Congress believes in collective decision. We are not individualists' party. Let's see what happens in 2009 Assembly Election. If party wants, I should lead; I would try my best to keep the faith of the party. How can I say, my party's proposed stand for 2009 Elections.

Media speculations are also reaching me that party wants to make me as a Governor. I am a true Congress man and want to be the same till my last breath.

During my decades long involvement in State's socio-economic and political atmosphere, I enjoyed each days and hoping for a vibrant Orissa in hands of Congress.

Odishatoday.com: : Quite often, Naveen blames UPA for non-cooperation. Is it so? What is your comment on this issue?

JB Patnaik: : I don't believe that UPA is non-cooperative to the state. First the Chief Minister should ask himself, whether his Government utilized the Central funds. As per the records, large amount of various Centre funded welfare schemes have been returning due to non-execution. Naveen Patnaik's claim lacks credibility.

Odishatoday.com: : Could you please explain it elaborately? I mean how UPA is coperative to Orissa?

JB Patnaik: : The 2008-09 Union Budget and Railway Budget was most impressive for Orissa. The budget will benefit all sections of people. It has given a lot of concessions for the poor, minorities, women, children and physically-challenged.

Reports of large scale corruption have been detected in NREGP; World Bank sponsored Orissa Health Development Schemes, Indira Awas Jojana and Rural Health Mission. With such track record, how the Chief Minister blaming Prime Minister Manmohan Singh and Congress led UPA Government.

Odishatoday.com: : What do you think about Naveen's claim of economic development?

JB Patnaik: : I sought to know the Government's action plan for achieving 35 percent irrigation in each village from the Chief Minister Naveen Patnaik. The farmer's opposition to diversion of water meant for irrigation for industrial purpose is justified.

The Government has no concrete plan for water management; it should not make tall claims of providing irrigation to 35 percent agricultural land in each village.

I am also debunking the Government claim on the growth in agriculture production saying it can be well enumerated if one goes by the statistics of fertiliser consumption in the State in comparision to the national average.

Odishatoday.com: : The Govt is also claiming that its economic or industrial policy would reap a good fruit in terms of employment generation. What is your opinion?

JB Patnaik: : I sought to know the Government's action plan for achieving 35 percent irrigation in each village from the Chief Minister Naveen Patnaik. The farmer's opposition to diversion of water meant for irrigation for industrial purpose is justified.

I wonder over the Government for its claim of creating job opportunity for over one lakh people through industrialisation. While the Government has signed MoUs with 49 companies, only 26 have gone for trial production.

The total direct employment created by these steel companies is only 12,000 with an investment of Rs 1 lakh crore. If the company can buy iron ore for its Korea plant from open market, why cannot it buy the same from Orissa Mining Corporation? As per the national sample survey, the poverty reduction in Orissa is much slower than other States.
