Cuttack: The historic Bali Yatra will be held on both the upper and lower grounds this year, ending a controversy sparked by the exclusion of the upper ground from last year’s festival.Though the upper ground was subsequently allotted after protests in 2025, it largely remained unutilised, drawing criticism from heritage enthusiasts who argued that the site, believed to be the original venue of Bali Yatra, was being neglected.The eight-day festival will be held from Nov 24 to Dec 1 on the banks of Mahanadi, with the district administration planning enhanced safety measures, improved traffic management and better civic amenities.At a preparatory meeting at the collectorate’s Goodwill Hall on Wednesday, Cuttack collector Dattatraya Bhausaheb Shinde said the festival would be organised across both grounds. “Bali Yatra will be made more attractive this year, but public safety will remain our top priority. All departments have been asked to ensure strict compliance with safety norms,” Shinde said.A special traffic plan will be prepared for crowd and vehicle management. The administration also plans to increase parking capacity and provide seamless connectivity between parking zones and fairgrounds.The administration is tightening safety protocol following an amusement ride-related incident during last year’s fair. Officials said adequate distance would be maintained between rides, internal roads would be widened and additional safety measures implemented in consultation with traders’ associations.“We welcome the administration’s decision to organise Bali Yatra on both the upper and lower grounds. The upper ground has immense historical and cultural significance, as Bali Yatra originated from this very place centuries ago. The move will help restore the festival’s historic character and preserve Cuttack’s maritime heritage,” said Dipayan Pattnaik, a member of UNESCO and the Cuttack Shanti Committee.Officials said the theme for the popular ‘Cuttack in Cuttack’ pavilion will be finalised after seeking suggestions from the public.The administration will also focus on cleanliness, drinking water supply, temporary toilets, uninterrupted power supply, food safety and medical facilities. Adequate lighting will be provided across fairgrounds and surrounding areas.Cultural programmes and competitions showcasing Cuttack’s maritime heritage, art, handicrafts and culture will be organised alongside the fair.
