Bhubaneswar: The state govt has decided to hold cabinet meetings twice every month and asked departments to plan proposals well in advance to ensure quicker decision-making and implementation, according to minutes of an all-secretaries meeting held on Aug 7.The minutes, circulated to various departments recently, show that all administrative departments were directed to submit cabinet notes to the chief secretary sufficiently ahead of scheduled meetings. Departments were also asked to closely monitor and ensure timely implementation of cabinet decisions.The meeting reviewed the state’s expenditure and revenue collection performance till July 2026. Officials were instructed to accelerate programme expenditure and improve revenue mobilisation to meet annual targets.Finance department principal secretary presented the fiscal position, stating that total expenditure, excluding debt servicing and disaster management, stood at Rs 58,996 crore by July-end, accounting for 19.9% of the budget estimate. In absolute terms, expenditure rose 5.8% compared to the corresponding period last year.Programme expenditure reached Rs 35,438 crore, or 18.9% of the annual budget, registering a 19.1% increase year-on-year. Revenue receipts up to July stood at Rs 57,175 crore. The govt expects overall revenue growth to touch 8% after receipt of an additional instalment of share tax from the Centre.The meeting also directed all revenue-earning departments to take necessary measures to achieve their collection targets during the current financial year.
