Exercise caution before you click on any link or open attachments.February 13, 2026Lalmohan PatnaikCuttack : Expressing concern over “recurring and disturbing incidents” in and around National Law University Odisha (NLUO), Cuttack, the Orissa high court on Thursday issued a slew of directions to bolster campus security, including setting up a police outpost at Naraj and a 24×7 police beat house inside the university.Among the key directions, the Single Judge Bench of Justice S K Panigrahi asked the police commissioner/DCP concerned to establish a police outpost near the NLUO campus at Naraj, manned by an officer not below the rank of sub-inspector with adequate staff. A police beat house with round-the-clock deployment is to be set up within the campus, with infrastructural support from the university.The university has been directed to review and augment security arrangements, including deployment of adequate guards at entry and exit points, installation and maintenance of functional CCTV cameras at strategic locations, and proper illumination of vulnerable areas. Entry-point checks of bags and vehicles and periodic hostel inspections may also be undertaken in accordance with rules.Police have been told to step up patrolling, particularly during late evening hours, prevent supply of alcohol and narcotic substances, and ensure no anti-social elements congregate near the campus.The court also permitted the university to regulate late-night student movement, conduct breathalyzer tests where there is reasonable suspicion of intoxication, inform parents in cases of violations, organise awareness programmes, and maintain a robust grievance redressal mechanism.“It is expected that the above directions shall be implemented in letter and spirit to ensure that the campus remains a secure and conducive environment for legal education,” Justice Panigrahi said.The directions were issued while quashing criminal proceedings arising out of CDA Phase-II Police Station Case pending before the JMFC-I, Cuttack, after the parties reached an amicable settlement.The case stemmed from a complaint lodged on September 17, 2023, by a fourth-year student of NLUO, alleging that three persons in a TATA Punch car forcibly detained him and his friend near Naraj Dam, abused them and made sexually offensive remarks. An attempt to abduct the complainant was also alleged.In the order, Justice Panigrahi observed, “Before parting with the case, this Court is constrained to observe, with a sense of concern, that there have been recurring and disturbing incidents reported in and around the campus of National Law University Odisha, Cuttack.” The court noted that allegations of intimidation and misconduct “cast an unwarranted shadow over an institution of national importance entrusted with imparting legal education and upholding constitutional values.”xxx
